101 Mr. Dukes asked the Minister for the Environment and Local Government his views on whether the new motor testing fee of £35 and retesting fee of £19 would constitute a significant burden for old age pensioners who have to rely on a private car for transport; and if he will make arrangements for free testing and retesting for these pensioners. [18663/99]

The national car test has been established on a public private partnership and self-financing basis. Within this framework, it is envisaged that all users of the NCT should pay for their tests as part of the general costs of private motoring.
