69 Mr. Stanton asked the Tánaiste and Minister for Enterprise, Trade and Employment if, further to Parliamentary Question No. 66 of 1 June 1999, Ireland will be in a position to implement by January 2000 the EU Council Directive concerning a framework agreement on part-time work; the way in which this directive will prevent part-time workers from being less favourably treated than full-time workers; the way in which it will provide for the removal of discrimination against part-time workers; the way in which it will further improve the quality of part-time work; and if she will make a statement on the matter. 74 Mrs. Owen asked the Tánaiste and Minister for Enterprise, Trade and Employment when the necessary legislation to introduce the directive on part-time work will be introduced; if Ireland will be in a position to implement this directive by January 2000 as required; and if she will make a statement on the matter. I propose to take Questions Nos. 30, 69 and 74 together.

A tripartite working group, representative of the social partners and Government, has been set up to discuss the measures necessary for the transposition of the EU directive on part-time work. The working group has reached an advanced stage in its discussions and draft heads of a Bill are currently being prepared by my Department with a view to transposing the directive. Every effort will be made to ensure that the Directive will be implemented by the due date of 20 January 2000.

As regards the provisions of the directive, these may be consulted in the Official Journal of the European Communities, No. L14 of 20.1.98 (pages 9-14), which is available in the Dáil Library.
