I propose to take Questions Nos. 52 and 124 together.

The number of jobs, supported by IDA Ireland, Enterprise Ireland and Shannon Development, which I have announced since January 1999 is 11,779. Of the 11,779 jobs, 4,318 of these were in respect of the Dublin region while 7,461 jobs relate to the non-Dublin region. A table showing details of the jobs announced in each company, by agency and by location, is being circulated in the Official Report.

As regards the number of jobs which have commenced or are still to be provided, I should point out that jobs announced very often do not fall to be filled in that year, or succeeding year, and may be scheduled to come into existence on a planned basis over a period of some years. As such, records are not available either within my Department or its agencies from which to extract these figures.

With regard to the issue of the failure to fill jobs, as a result of the lack of suitably qualified people in the relevant area, my Department does not have any record of any representations from any of these employers on this issue. I am of course aware of emerging concerns in relation to skills shortages in certain sectors of the economy, particularly in the software area. This is not unique to Ireland but is an issue experienced by most developed economies.

In anticipation of the increasing demand for skills, the Government, at the end of 1997, established an expert group on future skills needs. The purpose of the skills group was to identify in a systematic way the skills requirements of different sectors of the economy and to advise on the actions necessary to meet those needs. The group's first report was completed in June 1998 and it is currently working on its second report.

A number of significant initiatives have been taken in the education and training areas to increase output of people with relevant skills: a £250 million education technology investment fund was announced in November 1997 to fund 1000 additional software and 750 additional technicians places per annum; new two year certificate in international teleservices courses are being held in vocational colleges throughout the country; and the Government approved, in April 1999, the allocation of an additional £75 million to the Department of Education and Science for the provision of a further 5,400 places for engineering and computer science graduates and technicians.

These and other measures on the labour and skills front reflect a proactive strategy of getting ahead of the growth in skills demand which should place Ireland in a relatively better position than its competitors who also experience skills shortages but who may not have moved as quickly to address the issue.
