107 Mr. Yates asked the Minister for Agriculture, Food and Rural Development if, in relation to the proposed allocation of 20.5 million gallons of milk under Agenda 2000, young farmers will be considered as eligible recipients of extra milk quotas even if they were not personally in production in the relevant production years on dairy family farms where land and milk quotas are transferred before the termination of the early retirement scheme in 1999; if it is the case that potential eligible participants in the early retirement scheme should defer their application in order to obtain additional milk quota under the proposed allocation; if due consideration will be given to these types of cases in view of the fact the current early retirement scheme is due to terminate in December 1999; and if he will make a statement on the matter. The allocation of the 20 million gallons negotiated under the Agenda 2000 Agreement is split between the general 15 million gallons available to producers who satisfy certain criteria and five million gallons aimed specifically at younger farmers.

In order to qualify for an additional allocation from the five million gallons directed towards younger dairy farmers already in milk production, an applicant must have taken over the holding by 13 October 1999, the date of my announcement on the distribution of the additional quota.

To qualify for an allocation from the 15 million gallons, one requirement is that eligible producers must be active suppliers during the current milk quota year. If the holding is transferred to another person, the entitlement to the additional quota allocation will be transferred to the transferee unless that person is already entitled to an allocation from the 15 million gallons reserve.
