102 Mr. N. Ahern asked the Minister for the Environment and Local Government the number of manual grade operatives, for example, service officers, attendants, cleaners or other general category of this nature appointed in his Department, or agencies under his Department's direct control, during the past four years; the number who applied for these positions; the number interviewed for each position; the salary levels for these jobs; his views on the number, experience and quality of these applicants; and whether the keen competition for these posts indicates that there is no shortage of available workers in the economy. There have been two recruitment competitions in my Department in the past four years for the position of services attendant. Each person who applied for either competition was offered an interview. However, not all applicants attended for interview.

The number of applications and interviews for the two competitions is set out in the following table.

In the past four years the following appointments were made: services officer, six, by internal promotion, services attendant, four.
At present, arrangements are being made to appoint two full time services attendants as well as two services attendants, on a one year contract basis, from those placed on the panel arising from the competition held in 1999.
The salary scale – standard – for this post, which is set by the Department of Finance, is £171.62, under 19, £179.51, at 19, £193.08, at 20 or over, £196.45, £203.23, £211.13, £221.29, £238.90, £246.85, after three years satisfactory service at the maximum, £256.16, after six years satisfactory service at the maximum.
Recruitment arrangements in State bodies are operational matters and this information is not available in my Department.
