Ceist:

100 Mr. Deasy asked the Minister for Agriculture, Food and Rural Development if he will examine the case of a person (details supplied) in County Waterford who was disallowed payment of a 22 month beef premium application as a result of posting his application in error three days early; if he will ensure that he will not be penalised for human error; and if he will make a statement on the matter. The person named submitted an application for a total of eight animals for premium under the 1999 special beef premium scheme on 27 September 1999. The claim was processed in accordance with the dates of birth of the animals at the time of application. As a result, seven animals were processed under the ten month age category and the remaining animal was processed under the 22 month age category. As the application was submitted too early for the 22 month premium in respect of the seven animals, payment cannot issue for these animals in respect of that age category. However, in accordance with the terms and conditions of the scheme laid down in the EU regulations, the animals are counted for stocking density each time an application is submitted, thus affecting eligibility for qualification for extensification premium.

The applicant may apply for 22 month premium for these seven animals again, now that they have reached the appropriate age.
