Written Answers. - Milk Quota.

67 Mr. Bradford asked the Minister for Agriculture, Food and Rural Development his views on the fact that many small quota holders will not benefit from the forthcoming allocation of 15 million gallons of milk in view of the fact they have not been leasing milk quota over the past few years; his views on whether these farmers need additional quota; and if he will make a statement on the matter. In order to maximise the benefits of the additional quota negotiated under the Agenda 2000 agreement it was necessary to set strict criteria for allocation to producers. The decision to target active producers was taken following widespread consultation within the sector. Among the criteria set down are that producers are filling their existing quota and that they have over recent years taken steps to acquire additional quota.

The operation of the milk quota system in Ireland has over the years, taken particular account of the needs of small scale producers and a number of specific measures have been introduced and continue to operate to address the problems of these producers.
