There is general consensus that there should be agreement between the member states of the European Union and Norway and Ireland along the lines of the Dublin Convention.
It has not yet been possible to reach agreement among the member states on the precise terms of any agreement, due to a difference of opinion between Spain and the United Kingdom on the territorial scope of an agreement.
