314 Mr. O'Shea asked the Minister for Tourism, Sport and Recreation if he has considered paying grants direct to building contractors who carry out work under the sports capital programme in order to make it more attractive to take on this work; and if he will make a statement on the matter. Under the provisions of the sports capital programme, my Department's legal and contractual relationship is with the grantee. Grants, accordingly, are paid only to the grantee. Payments to building contractors and others contractually, or otherwise, employed in the development of a project being supported under the programme, are the responsibility of the grantee.
