Ceist:

105 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if headage and premia will be paid to a person (details supplied) in County Sligo; and if he will make a statement on the reason for the delay in payment. [5463/00]

One of the parcels claimed by the person named in his 1999 area aid application overlaps with a parcel of land claimed by another applicant. Both herd owners have been written to, with a view to resolving the problem and a response is awaited.

The person named lodged special beef premium applications on 12 January 1999 and 19 March 1999 for three animals and six animals, respectively. Advance payment of 90% has issued on all animals and balancing payments will issue when the overall position on the national beef quota has been determined.

The person named was paid £1,406.73 under the 1999 cattle headage scheme on 18 October 1999. Payment of this amount was based on 42.64 hectares. His actual entitlement under this scheme will be re-calculated as soon as the area aid problems outlined above are resolved.

Under the 1999 suckler cow premium scheme the person named was paid the advance in two parts, £776.20 issued to him on 1 November 1999 and £102.52 on 16 December 1999. The euro-compensation top-up of £77.99 was paid on 20 December 1999 and the balance of the suckler cow premium amounting to £585.82 was paid to him on 8 February 2000.

Under the 1999 ewe premium scheme the person named was paid the first instalment of £101.96 on 11 June 1999 and second instalment of £52.21 on 20 October 1999. The closing date for receipt of the 1999 ewe premium scheme application was 8 January 1999 and, as his application was received on 12 January 1999, both payments were reduced by 2% in accordance with clause 14 of the terms and conditions governing the scheme.
