Ceist:

56 Mr. J. Bruton asked the Minister for the Environment and Local Government if the recommendation as set out in his Department's policy document, Changing Our Ways, that all local authorities should charge for refuse disposal was communicated to all local authorities; if so, the way in which this was done; and the local authorities which are continuing not to act on this recommendation by not charging for refuse disposal. The policy statement Changing our Ways was disseminated to all local authorities and to all public representatives in the Oireachtas and at local authority level. The mayors, chairpersons and managers of county borough corporations and county councils were invited to its launch in October 1998, at which its main recommendations were detailed.

While the Minister for the Environment and Local Government has no direct function in relation to the levying of waste charges by local authorities, it is my understanding that all local authorities currently providing a domestic waste collection service levy a charge for these services, with the exception of Fingal and south Dublin County Councils and Dublin and Limerick Corporations.
