Ceist:

210 Mr. Timmins asked the Minister for the Environment and Local Government if he will provide a detailed breakdown of the cost to his Department of introducing the national car testing service; the expected revenue arising from the levy on the national car test fee; the way in which the scheme is being monitored; the person responsible for monitoring it; if there is a cost involved; and if he will make a statement on the matter. To date, the principal additional costs to my Department of the National Car Test (NCT) have been:

Consultancy costs associated with the public tender competition, and contract finalisation

£220,000

Specialist assistance during project mobilisation phase

£42,000

Costs to date of supervising National Car Testing Service Ltd. (NCTS)

£155,000

Printing, advertising and media costs of the Department's public information campaign

£160,000

I.T. and Telecommunications expenses (estimated)

£50,000

Total

£627,000

My Department's costs related to the supervision of the national car testing service, and the carrying out of annual and mid-term reviews of the service, will be offset by a levy paid to the Department by NCTS. It is estimated that this levy will amount to around £530,000 in 2000.
Monitoring of the service is carried out by the Department with the assistance of a supervision services contractor. PricewaterhouseCoopers, Belfast, was awarded the initial supervisory contract for a term which extends to 30 June 2000, at the cost of £155,000 identified above. It is planned to invite tenders by mid-year for the provision of the required supervisory service for the remainder of the term of the car testing contract.

211 Cecilia Keaveney asked the Minister for the Environment and Local Government if a car testing centre will be located in the Inishowen peninsula in view of the excessive distances being undertaken by motorists to fulfil their obligations; and if he will make a statement on the matter.
