Willie Penrose

Ceist:

226 Mr. Penrose asked the Minister for Agriculture, Food and Rural Development if he will ensure that a full reply is furnished to correspondence dated 24 March 2000 from a person (details supplied) in County Westmeath regarding a REP scheme penalty; and if he will make a statement on the matter. [12957/00]

The letter to which the Deputy refers was treated as an appeal on behalf of the applicant and was processed in the normal manner. The appeal was rejected, and a reduced payment in respect of year four and full payment for year five was approved on 4 May 2000. Payment will issue within ten days.

Michael Creed

Ceist:

227 Mr. Creed asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Cork will be paid 1998 ewe premiums. [12961/00]

To enable the application of the person named to be processed he was asked on 3 April 1998 to complete a form EP250, giving details of flock numbers, losses etc. and return it to the local office. The person named has not done so to date even though he was issued with reminders on 11 June 1999 and 5 October 1999. As soon as he submits this form processing of his application can be finalised.

Michael Ring

228 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive his cattle headage payment for 1999 particularly as he has returned additional documents to the area aid unit which prove his entitlement to the holding. [12962/00]

As stated in my reply to Parliamentary Question No. 77 of 13 April 2000, the person named included commonage in his 1999 area aid application, but did not provide proof of his entitlement to claim this commonage. A number of letters have issued to the herdowner in this regard, but so far he still has not provided sufficient proof of his entitlement to claim all of this commonage. No payments can issue until this matter is satisfactorily resolved.

229 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when payment will issue to a person (details supplied) in County Mayo on area aid application for 1999. [12963/00]

As stated in my reply of 18 April 2000 to Parliamentary Question No. 131, the person named submitted an area aid application which included land that was also claimed by another herdowner. My Department contacted both herdowners to clarify the matter. The person named has responded indicating that he does have a right to claim the parcels in question, and has been given credit for them. His area aid application has now been fully processed and the full area of 29.24 hectares applied on is being accepted.

The person named was paid his full entitlement of £2620.59 in respect of his 1999 cattle headage on 28 September 1999. He was also paid a total of £5,567.12 on 39.70 suckler cows under the 1999 suckler cow premium scheme. Extensification premium is payable on animals paid under the suckler cow and special beef premium schemes if the stocking density on the holding is less than 1.40 livestock units per hectare.

The 1999 extensification premium payments will be made in June 2000. A calculation of the stocking density for the person named will be completed at this time and if within the stocking density requirements payment will issue before 30 June 2000.
