Written Answers. - Garda Deployment.

487 Mr. Stagg asked the Minister for Justice, Equality and Law Reform his views on whether the garda personnel deployed to the Carlow/Kildare division are inadequate given the population-garda ratio for the area; his further views on this ratio in view of the fact that the population figures used are the 1996 census and the Carlow/Kildare area is growing at a phenomenal rate; if he will review his strategy of deployment of new recruits to bring the Carlow/Kildare division up to an appropriate garda strength; and if he will make a statement on the matter. The Deputy is aware that I have increased Garda numbers in the past three years by 600 members and am on course to meet the Government target of a Garda strength of 12,000 by the year 2002. While I, as Minister, am responsible for providing additional Garda personnel, their detailed allocation to an individual area is a matter for the Garda authorities.

I am informed, in this regard, that the allocation of Garda personnel and resources to an individual area is carried out with due regard for a number of factors in the various Garda districts throughout the country. The following factors have particular relevance in assisting with the efficient and equitable allocation of Garda personnel resources: population, geographical area, crimes reported per annum, number of road traffic accidents involving personal injury, number of stolen cars received and depreciation indicators. While the above factors have particular relevance in assisting with the efficient and equitable allocation of personnel, different Garda districts have differing attendant sources of the above variables and it is the overall balance of these, and not individual indicators taken in isolation, which prescribe the recommended allocation of available resources.

The Garda authorities have informed me that the population of the geographic area policed by the Garda from the Carlow-Kildare division as set out in the 1996 census figures is 170,734. The current Garda personnel strength for the Carlow-Kildare division is 305, all ranks. This gives a population/garda ratio for Carlow/Kildare of 1:559.
The Garda authorities have also informed me that the 1996 census contains the most recent population figures for the country and, as such, are the figures relied upon in calculating population to garda ratios. They have also informed me that local management is satisfied that the best possible Garda service is being provided in the Carlow/Kildare division with the current deployment of resources.
I am further informed by the Garda authorities that the situation will be kept under review and that when additional personnel next become available, the needs of Carlow/Kildare will be fully considered in the overall context of the needs of other Garda divisions throughout the country.
