502 Mr. Gregory asked the Minister for Justice, Equality and Law Reform if he will instruct the Garda to deal with the problem of youths loitering and drinking on the Royal Canal banks between Cross Guns Bridge and Drumcondra Road in view of the fact it is causing concern to local residents and preventing the proper amenity use of this area. I have brought the matter raised by the Deputy to the attention of the Garda authorities.

I am informed by Garda authorities that an operation was put in place – Canal Watch – in 1997 to monitor and police the Royal Canal bank surrounding the canal. It involves representatives from the Garda Síochána, Office of Public Works, waterways division and executive officers from the Royal Canal amenity group.

The purpose of Canal Watch is to ensure that the canal bank can be used by pedestrians without fear, intimidation or attack; that the locals can enjoy the canal bank as one of their greatest amenities; that the area of the Royal Canal is not used by persons engaged in either the taking of drugs or drug dealing; that the canal bank and its environs are not used by persons to drink alcohol, immediate action will be taken in respect of any underage drinking or any drinking leading to public order offences; and that persons on temporary release do not use the canal bank or the St. Ignatius Road area for the purposes of loitering while going to and coming from signing on at the prison.

I have been informed that this operation has been operating successfully, and the Mountjoy community policing unit has an excellent relationship with this liaison group. I understand that local management intend to continue this operation to tackle any problems which may arise.
