99 Mr. D. Carey asked the Tánaiste and Minister for Enterprise, Trade and Employment if her attention has been drawn to the fact that private companies who provide extensive training programmes are concerned about the mobility of these individuals once they have qualified; if she has had any consultation with FÁS and the semi-State bodies who deal with workforce skills; and if she will make a statement on the matter. I am aware that the mobility of trained staff and the potential for poaching by employers who are less committed to training is frequently cited as a reason why firms are reluctant to invest in training. However, within the increasingly competitive environment faced by Irish firms, companies that fail to adequately invest in human resources will face a competitive disadvantage. It is also becoming apparent that firms are promoting the availability of training and associated career development opportunities as a means of retaining key staff.

The expert group on future skills needs has commissioned a study on the barriers to training in indigenous Irish enterprises. The outcome of this study will inform future consideration of this issue.
