Allocation of Time Planning and Development Bill, 1999 [ Seanad ] : Motion.

I move:

That, notwithstanding anything in Standing Orders:

(1) the proceedings on Report and Final Stages of the Planning and Development Bill, 1999,[Seanad], shall be brought to a conclusion in accordance with the following timetable:

Wednesday, 14 June – amendments Nos. 111 and 322 to conclude not later than 5 p.m., amendments Nos. 135 and 136 to conclude not later than 5.45 p.m., amendments Nos. 160 to 164, inclusive, and 166 to conclude not later than 6.45 p.m. and amendments Nos. 178 to 208, inclusive, to conclude not later than 10.15 p.m.

Thursday, 15 June – all other amendments on Report Stage and not disposed of and Fifth Stage to conclude not later than 2.30 p.m.

(2) consideration of all amendments not yet disposed of on Report Stage, other than amendments Nos. 111, 135, 136, 160 to 164, inclusive, 166, 178 to 208, inclusive, and 322 be postponed accordingly until the said amendments have been disposed of, whereupon proceedings shall resume on amendment No. 46, and

(3) where proceedings have not concluded by the stated time, they shall be brought to a conclusion by one question which shall be put from the Chair and which shall, in relation to amendments, include only those set down or accepted by the Minister for the Environment and Local Government.

Should that last reference to amendment No. 46 not be amendment No. 49? I think we had got to amendment No. 49 by the time we concluded.

It should be amendment No. 49.

In normal circumstances, I would be reluctant to agree to a definite time conclusion for the Bill. However, in view of the length of time we gave to the debate on this Bill on Committee Stage, over 50 hours in total – it has got a very thorough scrutiny – and the fact we have an understanding that some of the more controversial and critical issues will be dealt with and debated in advance, I am prepared to agree to this arrangement.
