98 Mr. Penrose asked the Minister for Agriculture, Food and Rural Development if he has satisfied himself that the recent lease of a substantial milk quota and land, entered into by Teagasc in the north Cork area with a person (details supplied) is necessary for it to carry out research for dairying enterprise; if it is the usual practice to give Teagasc special dispensation from the regulations surrounding the milk quota regime, when the same is not available to many small farmers who are attempting to survive on quotas as low as 30,000 gallons; and if he will make a statement on the matter. The decision to lease a substantial milk quota and land for research purposes was one for the board of Teagasc and is not a matter in which I have any direct involvement.

In implementing the milk quota regime it has been the practice to view initiatives of this nature as being different than normal commercial transactions and to treat them accordingly since their overall objective is to improve the standards and competitive position of the industry as a whole and consequently to benefit the general body of producers.
