Ceist:291 Mr. Ring asked the Minister for Foreign Affairs the current position on an application for Irish citizenship for a person (details supplied) in Northern Ireland. [20384/00]

The application is for registration of this person's birth in the foreign births register in the Department of Foreign Affairs in order to obtain Irish citizenship based on descent from a grandparent born in Ireland.
The applicant states that his mother was born in Britain and adopted in the United States by the Irish born couple he claims to be his grandparents. If he could provide documentary evidence of his mother's formal adoption and if the Adoption Board recognised the adoption, his mother would thereby be deemed to have been an Irish citizen from the date of her adoption – in accordance with the Adoption Act, 1991 – and he would qualify for Irish citizenship by entry in the Foreign Births Register.
