I propose to take Questions Nos. 383 and 384 together.
The following proposed statutory instruments are being prepared by my Department:
1. National Beef Assurance Scheme Act 2000Regulations being prepared under this Act will provide statutory basis to the cattle herd reconciliation exercise planned for 31 December 2000. The purpose of this exercise is to confirm the extent of the current population on the CMMS database and to determine the location of these animals in a particular herd on 31 December 2000. The effect of these regulations will be to oblige cattle herd owners to verify and return herd profile statements previously issued to them.
2. European Communities (Wine) Regulations, 2000The purpose of this statutory instrument is to confer powers of entry on authorised officers and to provide for penalties for breaches of the provisions of Council Regulation (EC) No. 1493/99 of 17 May 1999 on the common organisation of the market in wine. Council Regulation 1493/99 automatically has the force of law here, but national legislation – secondary – is required to enable it to be policed.
3. European Communities (Marketing of Cocoa and Chocolate products intended for human consumption) RegulationsThe purpose of this statutory instrument is to transpose directive 2000/36/EC of the European Parliament and of the Council relating to cocoa and chocolate products into Irish law. The deadline for the implementation of this directive is 3 August 2003.
4. An Bord Bia (Levy) RegulationsThe purpose of this statutory instrument is to provide that the stamps, by which the export levy under section 37 of An Bord Bia Act, 1994, is payable, are in convenient euro amounts.
