674 Mr. Quinn asked the Minister for the Environment and Local Government the proposed statutory instruments being prepared in, or under the auspices of his Department; the proposed effect of each; and if he will make a statement on the matter. [19623/00]
The following statutory instruments are under preparation in my Department: regulations under section 19 of the Road Traffic Act, 1984, prescribing a certificate for drug specimen; regulations to provide for the operation of driver theory testing; regulations to provide for type approval, entry into service, requirements for new vehicles in accordance with Directives 98/69/EC, 98/77/EC, 99/101/EC and 98/14/EC; regulations to provide for minor technical and administrative adjustments to the national car test; regulations to provide for increases in the maximum permitted weight of certain vehicles in international traffic; regulations to permit the use of flashing amber warning lights on agricultural tractors and certain slow moving vehicles; regulations to give effect to Directive 98/83/EC on drinking water; regulations to transfer EU Directive 98/81/EC on the contained use of genetically modified micro-organisms – the proposed regulations will update existing regulatory requirements for contained use activities, by replacing the relevant provisions of the Genetically Modified Organisms Regulations, 1994; regulations to provide for a system of permitting by local authorities of commercial waste collectors in accordance with section 34(1) of the Waste Management Act, 1996; Regulations to amend the Waste Management (Permit) Regulations, 1998 (S.I. No. 165 of 1998) by providing, inter alia, for revision of the range of waste recovery and disposal activities which may be subject to local authority permit, or registration by local authorities or the Environmental Protection Agency, EPA, in lieu of licensing by the EPA; regulations to limit the emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations in accordance with Directive 1999/13/EC; regulations to set new and revised limit values for sulphur dioxide, nitrogen oxides, lead and particulate matter in accordance with Directive 1999/30/EC; regulations to transpose outstanding provisions of Directive 96/62/EC on ambient air quality assessment and management, following adoption of Directive 1999/30/EC; regulations to reduce the sulphur content of certain liquid fuels in accordance with Directive 1999/32/EC; regulations to make available consumer information on fuel economy and CO2 emissions from new passenger cars in accordance with Directive 1999/94/EC; regulations to give effect to the Planning and Development Act, 2000, and which will replace the 1994 planning regulations; regulations to bring the Waste Management (Use of Sewage Sludge in Agriculture) Regulations, 1998 (S.I. No. 148 of 1998) into line with heavy metal application limits set out in the Department's Code of Practice for the Use of Biosolids in Agriculture; regulations to provide for updated terms and conditions under local authority house purchase and improvement loan schemes; regulations to provide for updated terms and conditions under the mortgage allowance scheme; regulations to provide for the extension of the areas where, to avail of the first time buyers new house grant, new houses must have a principal means of space and water heating which uses electricity, gas or oil; regulations to provide for updated terms and conditions under the disabled persons and essential repairs grant schemes; regulations to provide for updated terms and conditions under the thatching grant scheme; regulations to provide for updated terms and conditions under voluntary housing schemes.
