206 Mr. Connaughton asked the Minister for Education and Science the reason students who wish to continue their studies at third level education institutes beyond the degree course, particularly for final year accountancy, are not eligible for the higher education grant in view of the fact that students who take their final year accounting exams first may qualify for the higher education grant to do their degree course afterwards; and if he will make a statement on the matter. Maintenance grants under the third level student support schemes are not payable to candidates who already hold an undergraduate degree and are pursuing a second undergraduate qualification. Notwithstanding this condition, however, the following candidates may be deemed eligible for grant aid: candidates who already hold a pass-general degree and are progressing to complete an honours degree in one year; candidates who already hold a national certificate or diploma and are progressing to a degree course, without necessarily having received an exemption from the normal duration of the course; candidates who have satisfactorily completed two years of a diploma level course, and gain admission through exemption, to year two of a degree level course.

My Department is reviewing the terms of the grant schemes in relation to eligibility for grant aid for further study at undergraduate level in the case of individuals who already hold a professional qualification which could be deemed to be equivalent to an honours degree.

207 Ms O'Sullivan asked the Minister for Education and Science the details of the top-up grants scheme for social welfare recipients who are in third level education; the process for applying for this funding; and if he will make a statement on the matter. [20788/00]

On 14 September 2000, I announced the creation of an action group on access to third level education to advise me on the development of a co-ordinated framework to promote access by students from disadvantaged backgrounds, mature students and students with disabilities to third level education. The creation of this group is in line with a commitment in the Programme for Prosperity and Fairness.

The Government is providing for a third level access fund totalling £95 million over the period 2000 to 2006 aimed at tackling under-representation by the three target groups.

As an indication of the Government's support in promoting equity in access and as a purely initial step, pending the findings of the action group, I announced the introduction of a special maintenance grant payable to disadvantaged grant holders, targeted at those most in need. The full rate of the special maintenance grant will increase from £1,775 to £2,000 for students residing more than 15 miles from college; and from £710 to £1,000 for students resident within 15 miles of college. The first instalment will be paid to eligible students early in 2001.

I have indicated that I expect some 10,000 students to benefit from this measure. This is a tentative estimate and the actual number of students to benefit will depend on the outcome to the action group's work. The group's terms of reference specifically require that it advise me, inter alia, on the identification and tracking of the target groups. The action group will advise on the operational details of the measure and, in the meantime, it is not necessary for grant holders to apply for the special rate of maintenance grant. Once details have been finalised, arrangements will be made by my Department to ensure all qualifying grant holders are placed on the special rate of maintenance grant.

208 Mr. Yates asked the Minister for Education and Science if a person (details supplied) in County Wexford will be approved for a VEC scholarship for a switch in degree courses in view of the fact that she is not repeating any year. [20789/00]

Under the terms of the third level student support schemes, candidates who have previously pursued an undergraduate course approved for the purposes of the schemes are not eligible for grant assistance until they have completed an equivalent period of study at undergraduate level, irrespective of whether a grant was paid previously. This condition may be waived by local authorities only in exceptional circumstances such as cases of certified serious illness.

As the student to whom the Deputy refers has already attended two years of an approved undergraduate course, she is ineligible for funding towards year one and year two of another undergraduate course. However, when she progresses to year three of an undergraduate course she may reapply to the relevant local authority-VEC in order to establish her eligibility for financial assistance.
