Moynihan-Cronin asked the Minister for Arts, Heritage Gaeltacht and the Islands the plans she has to implement the recommendations made in the review she commissioned, Towards a New Framework for the Arts; the plans she has to reduce the size of the Arts Council in line with the recommendations made in the review; and if she will make a statement on the matter. I propose to take Questions Nos. 105 and 118 together.

The document to which the Deputy refers, Towards a New Framework for the Arts, is a discussion document which I have published and circulated as part of the consultative process to inform the review of the arts legislation which I am currently carrying out. The document does not make any recommendations but sets out in broad terms some of the key issues that need to be addressed in the review. Its aim is to initiate a questioning of existing structures and to open debate on the way forward. I have invited all interest groups and individuals to respond to the issues raised and to register their views on what legislative framework is required in the current arts environment. I have asked that submissions be submitted to me by 20 October and the views expressed through this process will inform the development of new legislation for the arts which I intend to introduce by way of an arts Bill in 2001.
