176 Mr. R. Bruton asked the Minister for the Environment and Local Government the plans he has to change the law in order that local authorities can charge utilities laying services for the use of scarce under-street capacity, the congestion costs imposed on other road users and the costs incurred by local authorities in controlling roadworks; and if he will make a statement on the matter. I refer to the reply to Questions Nos. 704 and 707 of 3 October 2000. The further consideration of these matters which is referred to in that reply, will include the issues raised by the Deputy.
