I propose to deal with a notice of motion under Standing Order 31 from Deputy Sargent. I call on Deputy Sargent to state the matter of which he has given notice to me.

I seek the adjournment of the Dáil under Standing Order 31 to analyse the courses of action which the Minister for the Environment and Local Government needs to take under the Waste Management Act, 1996, to avoid massive fines being imposed on this country by the EU for failure to tackle the national waste crisis, which is growing by about 4% each year, despite the fact that minimisation is the priority option of the EU waste hierarchy.
Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
