Vol. 524 No. 5

Written Answers. - Capitation Grants.

Dan Neville

Ceist:

340 Mr. Neville asked the Minister for Health and Children the capitation rate by each health board for residence for people from their areas at the Delta Centre, Carlow. [23237/00]

The Delta Centre, Carlow, provides a range of services for people with disabilities. Foremost among these services are, day activity, rehabilitative training, residential services and a high support unit.

The statutory body with responsibility for funding the Delta Centre is the South Eastern Health Board. The South Eastern Health Board provides an annual block allocation to the Delta Centre on the basis of net operating costs as evidenced by certified accounts. These accounts cover all income, including any income from other health boards for services provided. The board's allocation for any specific year is based on all net costs, including services provided to clients from other health board areas. Any increase in income from other health boards would have a diminishing impact on the net costs and on the allocation from the South Eastern Health Board.

At present there is one person from the Mid Western Health Board availing of day activity services in Delta for whom the Mid Western Health Board is currently paying a capitation rate of £2,755 per annum.

Day activity services are being provided for six persons from the Midland Health Board. In addition to a capitation rate of £1,412 per annum, the Midland Health Board is paying a weekly tra vel allowance of £10.50 in respect of five of these persons. The sixth person has multiple disabilities giving rise to greater service needs and a rate of £8,000 per annum has been agreed between the Midland Health Board and Delta.
On the basis of data received by me, there do not appear to be any clients from other health boards currently in the Delta Centre.
