Billy Timmins

Ceist:

154 Mr. Timmins asked the Minister for Defence if he has any plans to examine the feasibility of entering into discussions with Wicklow County Council with a view to establishing a reservoir at the Glen of Imaal, County Wicklow, in view of the fact that a report produced by his Department several years ago outlining the reasons it should not go ahead may no longer be relevant; and if he will make a statement on the matter. [22938/00]

I propose to take Questions Nos. 113 and 154 together.

In the first instance I should say that apart from the dangers which would arise from unexploded ordnance in the area of the proposed scheme both in the construction phase and in relation to subsequent maintenance of any facilities erected, the proposed West Wicklow water scheme has very major implications for Defence Forces training.

The Glen of Imaal is the single most important training area for the Defence Forces. Any diminution in the size of the existing facility would have the most serious consequences for the continued safe conduct of training in a range of weapons used by the Defence Forces.

I am advised by the military authorities that minimum standards are essential to ensure that personnel are adequately trained to use such weapons not only at home but also on overseas missions. Any shortfall in this respect would clearly expose the State to approbation and, perhaps, significant expense. There is no alternative facility available elsewhere of adequate size and configuration which would allow the Defence Forces to carry out this essential training.

In the circumstances it is not proposed to enter into any discussions in the matter with Wicklow County Council.
