373 Mr. Bell asked the Minister for Justice, Equality and Law Reform if his Department has received an application for a student visa from the Irish embassy in China on behalf of a person (details supplied) in China; if all documentation required has been received, as the applicant has received enrolment notice from the American College, Dublin 2, to study English; when the visa will issue to her; and if he will make a statement on the matter. [26631/00]

The visa application in question has recently been refused because it had not been established, on the basis of the documentation supplied to my Department, that the applicant would observe the conditions of the study visa and in particular that she had displayed evidence of her obligations to return home following her course.

It is open to the applicant to appeal against the refusal of a visa by writing to the visa appeals officer in my Department.
