187 Mr. Stanton asked the Minister for Defence the number of FCA lieutenants who hold their commission for 15 years or over and who qualify for promotion to the rank of captain by virtue of service records; if he will authorise such promotions to be made; and if he will make a statement on the matter. The military authorities have advised that there are a total of 14 FCA lieutenants who hold their commission for 15 years or more. I recently sanctioned the promotion of twelve of these officers who satisfy the criteria for promotion and who were accordingly recommended for promotion by the military authorities. The military authorities have indicated that the administrative procedure to give effect to these promotions will be finalised shortly. The military authorities advise that the remaining officers are not eligible for recommendation for promotion at this time.
