Ceist:

251 Mr. Ring asked the Minister for Health and Children the number of programme managers appointed to each health board in the past six years giving details of the area of responsibility; the number of nurses who have been appointed for the same years giving details of their employment category; and the administrative staff increases that have been made in each health board since 1994. The following is the number of programme managers, by health board, as recorded in the health service personnel census, for the years 1994 up to 31 December 1999. The position in 2000 will be reflected in the figure for 31 December 2000. Information as to the area of responsibility of each programme manager is not collected by the staff census.

The following is the number of nurses, employed by health boards, by category, as recorded in the health service personnel census, for the years 1994 to 1999. It is important to note that certain grade categories were amalgamated or classified under different headings over the period in question. These factors explain the absence of data for certain categories of nursing staff for individual years. Nursing students participating in the nursing registration/diploma programmes are supernumerary to service requirements and are not part of the rostered workforce. Therefore, they have been excluded from the census.

The following is the number of management/administrative staff, employed by health boards, as recorded in the health service personnel census, for the years 1994 to 1999. The grade category of management/administrative also includes staff who are of direct service to patients, such as consultants' secretaries, community welfare officers, out-patient department personnel, ward clerks, medical records personnel and telephonists who are engaged in front line duties.

It is important to note that the purpose of many of the additional staff classified as management/administrative is to support front line professionals in carrying out their duties more efficiently. Health professionals, especially consultants and nurse managers, require clerical support and request such appointments on an ongoing basis. The strengthening of the accountability of health boards in the context of the accountability legislation of 1996 has led to the strengthening of finance departments also. In addition, improvements in risk management, human resource management and health and safety practices have contributed to a growth in the management/administrative area. The growth in the numbers at management/administrative level must be taken in this context.
