312 Mr. Noonan asked the Minister for the Environment and Local Government if he will waive the charge for the national car test for a person (details supplied) in County Limerick who has to complete a second or third test; and if he will make a statement on the matter. [27417/00]

The framework for the national car test, NCT, involves its operation on a public private partnership and self-financing basis. The contract for the NCT was awarded on a competitive basis so as to ensure a high level of service and value for money to its users. The two-yearly test, which costs £35, provides a high quality diagnostic service using computerised testing equipment. The re-test fee has been fixed at £19.80 where use of test equipment is necessary; otherwise re-tests are carried out free of charge. Re-tests at the reduced rates must be carried out within 28 days of the initial test. The contract between my Department and NCTS does not provide for intervention by my Department to request a waiver of fees for any person or class of persons.
