Order of Business. - Registration of Births Bill, 2000: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to amend the law in relation to the registration and reregistration of births and to provide for related matters.

Is the Bill opposed?

As this is a Private Members' Bill, Second Stage must, under Standing Orders, be taken in Private Members' time.

Is it a Standing Order of the House or a constitutional right that the Tánaiste should substitute for the Taoiseach in his absence—

That is not a point of order.

The Deputy will have to find another way to raise the matter.

The Tánaiste can vote but she will not take the Order of Business.

To be fair to the Tánaiste, she has just arrived back from business abroad.
