Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31 dealing with four different topics. I propose to deal with these topics separately and I shall call on Deputies in the order in which they submitted their notices to my office. I now call on Deputy Shatter to state the matter on which he has given notice.

I propose, pursuant to Standing Order 31, that the business of the House be adjourned to discuss an urgent matter of public importance, that is the abdication by the Minister for Justice, Equality and Law Reform of his ministerial functions and his duty to maintain law and order in County Kerry, the taking over of these functions by Sinn Féin, which party in this week's edition of The Kingdom claims to have conducted a six month investigation into a spate of robberies which it states resulted in the return of thousands of pounds worth of property to its owners, the dangers to democracy and the integrity of our courts system resulting from the actions claimed to have been taken by Sinn Féin and the impact on public confidence in An Garda Síochána.

Having considered the matter fully I do not consider it to be contemplated by Standing Order 31, therefore, I cannot grant leave to move the motion.

I seek the Adjournment of the House under Standing Order 31 to discuss a matter of urgent national importance, namely, in light of the fact that more than 4,500 polio vaccinations were administered to children between 1998 and 1999 which were out of date at the time of immunisation and after almost three months of investigation that the information remains incomplete. There is an urgent need for the Minister for Health and Children to contact immediately the parents involved, to investigate why out-of-date vaccine was administered in the first instance and to outline to the House what checks are being put in place to ensure such an incident is not repeated.

Having considered the matter fully I do not consider it to be contemplated by Standing Order 31, therefore, I cannot grant leave to move the motion.

I wish to move the Adjournment of the Dáil under Standing Order 31 to allow consideration of an urgent matter of public importance, namely, to hear a complete account by the Minister for Public Enterprise of the process by which the second GSM phone licence was granted to ESAT Digifone since she alone of the Ministers has complete unrestricted and untrammelled access to the file and the circumstances surrounding that decision in order to assist the Dáil and the Government Chief Whip and the Minister of State, Deputy Molloy, and Senator Jim Gibbons in deciding whether to refer this matter to the Joint Committee—

The Deputy has departed from his script. It is not in order to depart from the script supplied to the Ceann Comhairle's office.

It is because of my concern for clarity and accuracy

It is still not in order. I do not consider it to be contemplated by Standing Order 31, therefore, I cannot grant leave to move motion.

I propose, under Standing Order 31, the Adjournment of the Dáil to discuss a matter of vital public importance, namely, the ad hoc and precarious nature of electricity supply following the return of five rented booster generators to the United States, the continuing lack of effective energy conservation measures and Ireland's poor international record in harnessing indigenous renewable energy sources and the need for the Government to take decisive and urgent action on these matters.

Having considered the matter fully I do not consider it to be contemplated by Standing Order 31, therefore, I cannot grant leave to move the motion.
