172 Ms O. Mitchell asked the Minister for the Environment and Local Government if he will give an update on progress in exempting electric bikes from motor tax and insurance requirements as the lack of clarity is seriously affecting the expansion and potential of this highly environmentally friendly mode of transport. [14354/01]

Under Irish road traffic law, bicycles powered by electrical means are regarded as mechanically powered vehicles. As a consequence, the vehicles are subject to VRT and motor tax, and owners and users must comply with the relevant compulsory insurance, driver licensing, construction, equipment and use requirements. The characteristics of this type of vehicle are being evaluated in my Department at present, with a view to the development of less prescriptive requirements under road traffic law, on their use in a public place. The evaluation will also have regard to the ongoing need to enhance road safety generally.
