We will have the remaining questions on the Order of Business.

May I ask a question concerning the American section of the Cabinet? When is it proposed to circulate the Arts Bill as promised?

I understand it will be some time this month.

(Mayo): At a time when trains are getting slower and slower, more overcrowded and less punctual, and the Minister for Public Enterprise today sanctioned a considerable and unjustifiable hike in train fares, may I ask the Taoiseach for an assurance at least in relation to rail safety? What has happened to No. 95 on the legislative list, the Rail Safety Bill? This was to set up an inspectorate to examine the affairs of the company, apart altogether from the rail safety aspect—

(Mayo): Yes, it is.

I understand that the legislation is almost complete and is due to be circulated shortly.

I wish to ask about the Oireachtas Commission Bill, what stage it is at and when it will be circulated?

The legislation is before Cabinet at present and hopefully we will deal with it next week.
