Ceist:

728 Mr. Deasy asked the Minister for the Environment and Local Government if he will frame a strategy to ensure that taxi drivers can continue to work legally while awaiting the transfer of the taxi plate. [22046/01]

The grant, renewal or continuation in force in respect of a different vehicle, of a small public service vehicle licence by a licensing authority, is conditional on the presentation of a vehicle test certificate and certificate of suitability issued by the national car testing service – NCTS – demonstration of appropriate insurance and payment of the appropriate fee. The use of a vehicle in respect of which a certificate has not been issued as a small public service vehicle is an offence under the Road Traffic (Public Service Vehicles) Regulations, 1963 to 2001. Enforcement of these regulations is a matter for the Garda Síochána. At my Department's request, NCTS has put in place a priority system so that taxi owners needing a roadworthiness test at short notice can be accommodated within one or two days.
