699 Mr. Allen asked the Minister for Justice, Equality and Law Reform the amount of money which has been allocated and spent to date by his Department in each county under the national development plan. [26544/01]

My Department has responsibility for a number of measures under the national development plan. These include the equal opportunities child care programme, an equality for women measure, an equal opportunities promotion and monitoring unit, a measure to prepare prisoners for employment after their release, a crime prevention measure, a Garda youth diversion programme and a number of community-based drug use awareness projects.

Total project funding approved and distributed at 30 September 2001 under the equal opportunities child care programme is set out in the following table:

In addition, the equal opportunities child care programme approved quality improvement proposals from national voluntary child care organisations totalling £8,070,315, 10,247,186, of which £1,998,374, 537,412, had been distributed by 30 September 2001. As these organisations operate on a national basis, it is not possible to allocate this funding at county level.
The national development plan provides for an allocation of £23.2 million, 29.5 million, to the equality for women measure of the regional operational programmes over the period 2000 to 2006. To date, £7.1 million, 9.01 million, has been allocated to 49 individual projects which will run from 2001 to 2004 in the region. This figure includes an amount of regional activity where the benefits in terms of publications and information extend to the full region. In addition, a number of projects will have a national scope. The county allocation is identified below.

In addition, an amount of activity under this measure will have national application. This includes support for the national framework committee to develop family friendly initiatives at the level of the enterprise. Individual projects have yet to be identified under this strand or under the strand for the gender proofing of personnel policies. Expenditure to date on the measure is £508,392, 645,523. It is anticipated that expenditure in all areas of the measure will increase in the second half of 2001 as the projects commence activity.
Under the employment and human resources development operational programme, the NDP gender equality unit has been allocated £4.22 million, 5.36 million, for the period 2000 to 2006. The unit has been established to promote equal opportunities between women and men, in particular, through a gender mainstreaming approach. Thus, unit spending has a nationwide effect. For example, representatives from all 26 counties have attended training provided by the unit.
Spending to end June 2001 by the unit was £91,717, 116,456 which includes staffing costs. The unit has however incurred the following payments at county level relating to external work carried out by the unit: £44,104, 56,000, has been paid to Dublin based payees; £500, 635, to a payee in Kildare; £11,813, 15,000, in Roscommon; £1,575; 2,000, in Offaly; £1,181, 1,500, in Laois; and £599, 760, in Galway.
The crime prevention measure the Prisons Service has incurred the following expenditure in preparing ex-offenders for employment after their release: Dublin-Mountjoy, Dóchas centre, training unit Wheatfield, Arbour Hill and Shelton Abbey – £3,417,162.10, 4,338,901; Cork – Cork Prison and Spike – £3,243, 4,118; Limerick – Limerick Prison – £178, 226; Wicklow – Shelton Abbey – £495, 629; Laois – Midlands Prison – £88,343, 112,172.

Expenditure by the probation and welfare service under the NDP provides for new interventions such as pre-employment training and education for offenders, referrals for substance abuse treatment and programmes for sex offenders. It also provides capital funding for probation centres. It is not possible to specify spending to date in each county as there are no pre-determined allocations for specific counties. It may be that offenders will avail of some of these services who are now resident outside of their county of origin – for example, hostels – or who have come before the courts in other counties, or who are serving custodial sentences in prisons and places of detention not located in their home county.
In addition, since January 2001 the probation and welfare service provides funding for two prison-community link projects, one in Dublin and one in Cork. The Dublin based project has an allocation of £60,000, 76,200 for 2001, of which £19,830, 25,200 has been forwarded to the project. The Cork project has received its full 2001 allocation of £65,000, 82,500.
The expenditure allocated at county level to date under the Garda youth diversion programme and a number of community-based drug use awareness projects is set out below. A further allocation may occur in respect of these projects during 2001 subject to submission of detailed accounts.
