Written Answers. - Hallowe'en Celebrations.

447 Mr. Dennehy asked the Minister for Justice, Equality and Law Reform if he will consult the Garda Commissioner concerning public fears in connection with Hallowe'en celebrations. [27720/01]

I am assured by the Garda authorities that the gardaí are fully aware of the concerns associated with Hallowe'en celebrations and that divisional and district officers formulate and put into effect appropriate plans to meet the policing needs of this event. The plans ensure that the maximum local resources are deployed to deal with the public order and other offences associated with Hallowe'en. The Garda authorities are satisfied that adequate measures and resources are available to deal with Hallowe'en.

I am aware of the concerns of the public regarding fireworks. Fireworks are deemed to be explosives under the Explosives Act, 1875 and in accordance with the provisions of the Act they may be imported only under an importation licence granted by my Department. Importation licences are granted only for organised displays conducted by professional and knowledgeable operators. The Garda Commissioner has informed me that specific Garda operations are mounted each year approaching and during the Halloween period to prevent and detect the illegal importation and sale of fireworks. These operations have resulted in criminal prosecutions and the seizure of substantial quantities of fireworks.
