99 Mr. Durkan asked the Minister for Justice, Equality and Law Reform if he has satisfied himself that adequate resources are deployed to combat the drugs problem with particular reference to the activities of drug dealers; if all the provisions of the Amsterdam Treaty in relation to the drugs issue have been invoked; and if he will make a statement on the matter. The deployment of Garda resources is a matter for the Garda commissioner. I am satisfied that the Garda commissioner keeps all aspects of Garda operations under review in the light of ongoing developments and resource requirements.

At its meeting in December 1999 in Helsinki the European Council endorsed the EU drugs strategy, 2000-2004. This strategy covers all EU drug related activities and takes account of the possibilities provided by the Treaty of Amsterdam in relation to tackling the drugs issue.

In June 2000, the Feira European Council translated the EU drugs strategy into a detailed EU action plan on drugs, 2000-2004. This action plan sets out clearly the actions to be taken by the EU institutions and the member states in the drugs field. These actions, which underline that the drugs issue is a priority for co-operation in the fields of health, education and justice and home affairs, as well as in relations with non-member countries and relevant fora, are being implemented.
