Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of related notices under Standing Order 31 dealing with five different topics. I propose to deal with these topics separately and I will call on the Deputies in the order in which they submitted their notices to my office.

In regard to the first topic, I have received notice from Deputy Naughten. I call on him to state the matter.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following matter of national importance: the need for the Minister for Public Enterprise to address the low levels of security at Dublin Airport in light of the revelation that baggage checked in at the airport for destinations other than the United States is loaded straight on to planes without being scanned, even though these facilities are available to the airline companies.

Having considered the matter fully I do not consider it to be contemplated by Standing Order 31 and therefore I cannot grant leave to move the motion.

In regard to the second topic I have received notice from Deputy Howlin. I call on Deputy Howlin to state the matter.

In accordance with the terms of Standing Order 31 I wish to move the adjournment of the Dáil to discuss the following specific and important matters of public interest requiring urgent attention: the circumstances of the discovery of eight bodies and five others in a serious condition in a container in County Wexford at the weekend; the need for the Minister to report to the House on the progress of the Garda investigation into the tragedy and to outline what contact has been made between the authorities here and in other countries with a view to bringing to justice those involved in the smuggling of these people; the need for the Minister to consider, using the powers available to him, allowing the survivors to remain in this country on humanitarian grounds if they so wish. In view of its importance, I hope the Leas-Cheann Comhairle will agree to this request.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31 and therefore I cannot grant leave to move the motion. As the Deputy is aware, it is the subject of a private notice question.

In regard to the third topic I have received notice from Deputies Clune, Gay Mitchell and Neville. I call on them in the order in which they submitted their questions. First, I call on Deputy Clune.

I seek the adjournment of the Dáil under Standing Order 31 to debate a matter of urgent national importance: the appalling state in which a young man with a mental handicap has been allowed to deteriorate under the care of the Southern Health Board.

I call on Deputy Gay Mitchell.

I seek the adjournment of the Dáil under Standing Order 31 to debate a matter of urgent national importance: the appalling conditions in which those with a mental handicap are being kept in this State, as highlighted by the Irish Examiner this week.

I call on Deputy Neville

I seek the adjournment of the Dáil under Standing Order 31 to debate a matter of urgent national importance: the fact that so many citizens of this State with a mental handicap are being kept in inappropriate surroundings.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31 and therefore I cannot grant leave to move the motion.

I have submitted a question on that issue as well.

Having considered the matter fully I do not consider it to be in order in accordance with Standing Order 31. Regarding the fourth matter, I have received notice from Deputy Allen and I call on him to state the matter. The Deputy is not in the House.

Regarding the fifth topic, I have received notice from Deputy Gilmore and I call on him to state his matter.

In accordance with the terms of Standing Order 31 I wish to give intention of my notice on the Order of Business to move the Adjournment of the Dáil to discuss the following specific and important matter of public interest requiring urgent attention: the discovery of yet more illegal dumps containing potentially hazardous material; the urgent need for the Minister for the Environment and Local Government to undertake a full audit to determine the level of illegal dumping; and to identify the location of all hazardous material and the urgent need for a national programme for the removal and making safe of such materials.

Having considered the matter fully I do not consider it to be in order in accordance with Standing Order 31, therefore I cannot allow the matter.
