Ceist:304 Mr. Flanagan asked the Minister for Agriculture, Food and Rural Development the reason for the delay in the issue of an area aid payment to a person (details supplied) in County Laois. [1715/02]

The above named applicant was paid in full for his arable aid on 14 January 2002.
To be eligible for the area based compensatory allowance, an applicant must occupy and farm a minimum of three hectares of forage land in a disadvantaged area. Since his holding is not in a disadvantaged area no area based compensatory allowance payments can be made to him.
