663 Mrs. Owen asked the Minister for Health and Children when he proposes to introduce regulations concerning risk equalisation following the passage of the Health Insurance (Amendment) Bill, 2000. [2463/02]

Arrangements for risk equalisation are governed by the Health Insurance Acts, 1994 and 2001. Under this legislation, the operation of risk equalisation is to be a matter for the health insurance authority. I commenced provisions contained in the Health Insurance (Amendment) Act, 2001 dealing with risk equalisation on November 14 2001.

My Department is currently liaising with the health insurance authority in relation to a draft statutory scheme of risk equalisation, which it has referred for the authority's consideration. In accordance with the legislation, I shall seek a resolution of each House of the Oireachtas approving the draft scheme.

It is my intention to make the necessary arrangements for such resolutions as soon as the work on drafting the scheme is finalised and I hope to be in a position to do this before the end of the current session.
