765 Mr. Penrose asked the Minister for the Environment and Local Government the level of grants available from his Department to promote new recycling initiatives by individuals and or organisations; the other groups or organisations in a position to assist such individuals who are engaging in new initiatives and processes in the recycling area; and if he will make a statement on the matter. [1928/02]

Capital investment of 127 million in infrastructure to support expanded waste recycling infrastructure, as envisaged under the recently adopted local and regional waste management plans, has been provided for under the national development plan. I intend to announce details of the new grants scheme shortly. Financial support for a wide range of environmental and waste management initiatives, including recycling initiatives, will also become available from the environment fund, established under the Waste Management (Amendment) Act, 2001. Revenues from the forthcoming levies on plastic bags and the landfill of waste will be assigned directly to this fund.

Assistance may also be available under the LIFE environment programme, an EU financial instrument which provides support for innovative and demonstration-type projects put forward by industry and local and regional authorities. Local authorities and other State agencies, for example, Enterprise Ireland, may also be prepared to support appropriate recycling initiatives as may other funding programmes such as Interreg, Leader etc. Repak Limited, established by industry to meet Ireland's waste packaging recovery targets, also provides subsidies for the collection of recyclable packaging waste.
