Jimmy Deenihan

Ceist:

171 Mr. Deenihan asked the Minister for Agriculture, Food and Rural Development when a beef premium payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [3101/02]

The person named submitted applications for the 2001 special beef premium scheme on 9 October, 5 November and 20 December 2001 in respect of a total of 34 animals.

The October application was selected for an on-farm inspection which was carried out on 4 January 2002. Advance payment will issue in respect of the 29 animals in the October application during February.

Payments will commence in respect of November and December special beef applications in February and March respectively, when the two month retention periods are complete.

Dick Spring

Ceist:

172 Mr. Spring asked the Minister for Agriculture, Food and Rural Development when a payment under the special beef scheme and area aid based scheme will be made to a person (details supplied) in County Kerry. [3148/02]

The person named was paid €504.31, £397.18, under the 2001 area-based compensatory allowance scheme on 30 January 2002 in respect of 6.62 hectares of less severely handicapped land at €76.18, £60, per hectare. He was not a recipient of aid under the old animal-based headage schemes in the three years 1998 to 2000, inclusive.

The person named submitted one application under the 2001 special beef premium scheme in respect of six animals. Payment will issue during February now that the query relating to a cattle monitoring movement system database issue has been resolved.

Michael Ring

173 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive a suckler cow premium for 2001. [3195/02]

The person named applied for premium for five cows under the 2001 suckler cow premium scheme. Following investigations regarding the last calving dates of two animals it was found that these animals described as cows were in fact heifers at the time of appli cation. A letter issued to the applicant on 28 November 2001 informing him that one of these animals was accepted as a heifer as part of the 20% heifer ratio but the other animal was rejected with a reduction penalty to be applied on the remaining animals. The herdowner was given 21 days to contact my Department if he wished to have his case reviewed. As there has not been any further correspondence from the applicant the application is now being processed for payment on the basis of the decision taken on 28 November. Payment will issue within the next fortnight.

Seymour Crawford

Ceist:

174 Mr. Crawford asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Cavan will receive a headage payment and other livestock related payments; and if he will make a statement on the matter. [3274/02]

The person named was paid €3,999.60, £3,149.94, under the 2001 area-based compensatory allowance scheme on 21 September 2001 in respect of 45 hectares of more severely handicapped land at €88.88, £70, per hectare under the first herd number quoted. This compares with his average payment of €3,253.98, £2,562.72, under the old animal-based headage schemes in the three years 1998, 1999 and 2000.

The person named has been paid an 80% advance payment of slaughter premium in respect of 103 eligible animals slaughtered during the period 1 January 2001 to 30 September 2001 under the first herd number quoted. Advance payment of slaughter premium in respect of animals slaughtered in the period October to December will be made under the second herd number quoted during February.

The person named submitted four applications for special beef premium under the first herd number quoted on 23 January 2001, 26 April 2001, 19 June 2001 and 22 August 2001 respectively. A fifth application was submitted under the second herd number on 19 December 2001. Advance payments issued in respect of the first three applications for 18 animals in October 2001. Payment on the fourth application – seven animals – will issue during February now that queries arising from the depopulation of the herd have been resolved. Payments will commence in respect of December special beef applications in March subject to satisfactory completion of retention and other control requirements.

The person named applied for premium for 50 animals under the 2001 suckler cow premium scheme. Following an examination of the application it was discovered that four animals had been removed from the herd during the six months retention period. Suitable replacements were substituted for two of the animals. One animal which died due to natural circumstances was not replaced. An animal submitted as a replace ment for the fourth animal disposed of could not be accepted as a suitable replacement as CMMS records showed that this animal was sold by the applicant prior to the date of application. The district livestock office of my Department has issued a formal notification to the person named advising him of the current situation regarding the processing of his application.

Seymour Crawford

175 Mr. Crawford asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Cavan will receive a headage payment and other livestock related payments; and if he will make a statement on the matter. [3275/02]

The 2001 area aid application for the person named was randomly selected for inspection in accordance with EU regulations. This inspection has been carried out and when the results are inserted the application will be processed without delay. In the meantime it is not possible to release 2001 area based compensatory allowances.

The person named submitted three applications for special beef premium in respect of a total of 12 animals on 1 June 2001, 12 July 2001 and 31 December 2001 respectively. An advance payment of 80% has issued in respect of ten animals for the first two applications. Payments will commence in respect of December special beef applications in March when the two month retention period is complete.

The person named has been paid 80% advance payment of slaughter premium in respect of seven animals during the period 1 January 2001 to 30 September 2001. Advance payments will commence in respect of any animals slaughtered from October to December 2001 during February.

The person named has applied for premium on 30 animals under the 2001 suckler cow premium scheme. The application has been processed to payment stage and his full entitlement will be paid as soon as his area aid details are finalised.

Seymour Crawford

176 Mr. Crawford asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Monaghan will receive a headage payment and other livestock related payments; and if he will make a statement on the matter. [3276/02]

The person named added a new plot of land to his 2001 area aid application. This plot is now being entered on the Department's electronic database, and he will be paid his full entitlements under the premia schemes as soon as possible.

The person named was paid his full entitlement of €3,938.64, £3,101.93, under the 2001 area-based compensatory allowance scheme on 25 September 2001 in respect of 40.20 hectares of more severely handicapped land at €88.88, £70, per hec tare and 4.80 hectares of less severely handicapped land at €76.18, £60, per hectare, up to the overall limit of 45 hectares. The addition of the new plot did not result in any increase in payment. The grant of €3,938.64, £3,101.93, compares with his average payment of €2,594.58, £2,043.40, under the old animal-based headage schemes in the three years 1998, 1999 and 2000.
The person named applied for special beef premium on 11 May 2001 and 31 October 2001 in respect of 45 animals. Payment will issue to the person named when the area aid details have been finalised. The person named will receive advance payment of slaughter premium in respect of 15 animals slaughtered during the period January to September 2001, during February.
The person named applied for premium for 22 cows under the 2001 suckler cow premium scheme. Following an examination of his application a query arose regarding animal tag number NPXD0022D. This animal was not on the herdowner's herd reconciliation profile and there was no record on the CMMS of any movement onto his holding. Another animal tag number 291146450064 required further investigation regarding its breed. These matters have now been resolved and the application is being processed for payment and if found in order the full entitlement will be paid provided his area aid details are finalised.

Austin Deasy

177 Mr. Deasy asked the Minister for Agriculture, Food and Rural Development the reason for the delay in payments under both the ten and 22 month beef premium scheme to a person (details supplied) in County Waterford; and if he will ensure that payment issues immediately. [3309/02]

The area aid application of the person named person had a parcel of land which overlapped with that of another herdowner. The overlap is being resolved in favour of the person named and any outstanding beef premium scheme payments will issue as soon as possible.

The person named submitted four applications under the special beef premium scheme in respect of a total of 62 animals in 2001. Advance payments will issue in respect of the July and September applications – 39 animals – when the area aid details are finalised. Payment will commence in respect of November and December special beef premium applications in February and March when the respective two month retention periods are complete.

Austin Deasy

Ceist:

178 Mr. Deasy asked the Minister for Agriculture, Food and Rural Development the reason for the delay in payment of cereal aid to a person (details supplied) in County Waterford; and if he will ensure that payment issues immediately. [3310/02]

The payment of arable aid to the person named was delayed because of an error in the handling of the application. This error has now been rectified and the area aid application for the person named has been processed and a payment of €17,945.42 will issue shortly.
