Ceist:

100 Mr. Bell asked the Tánaiste and Minister for Enterprise, Trade and Employment her plans for initiatives for retraining workers, especially in view of the high level of job losses announced in recent months; and if she will make a statement on the matter. [3322/02]

FÁS has a comprehensive approach and support system for workers who are threatened with, or affected by, redundancy. The support provided typically involves engaging rapidly in intensive interviews with workers to provide information on the supports and services available from FÁS to the individuals concerned. Redundant workers then are referred to available jobs, training courses or other appropriate options.

Where necessary, FÁS will establish special or customised training courses for workers to address their upskilling needs, either through its direct provision or through external training providers. Flexible approaches may include evening and Saturday courses, e-learning options and customised training. FÁS is also developing broader personal supports to people affected by the trauma of redundancy, including advice on personal and financial matters.

In addition to the services offered directly by FÁS to redundant workers or those threatened by redundancy, the implementation of a strategic framework for lifelong learning will be essential to ensure that workers develop a portfolio of transferable skills which will provide them with the capacity to move between jobs in response to economic and technological change. I understand that key elements of the framework being considered in the context of the draft report of the taskforce on lifelong learning include the development and implementation of a national framework of qualifications; development of basic skills especially literacy, numeracy and IT skills; improved information and guidance; and specific measures to address training in the workplace.
