373 Mr. Wall asked the Minister for the Environment and Local Government the reason a person (details supplied) in County Kildare, who had a PVV post granted to be carried out in 2001, which was deferred to 10 February 2002 due to strike action, was only given a one year clearance; and if he will make a statement on the matter. 375 Mr. Howlin asked the Minister for the Environment and Local Government if his attention has been drawn to the fact that owners of cars which could not be scheduled for the NCT in 2001 owing to industrial action and which have been tested in 2002, are required to pay the fee appropriate to a two-year certificate while being issued with certificates valid for one year only; his views on whether it is equitable that car owners be financially penalised in this manner; if he will take steps to remedy this anomaly; and if he will make a statement on the matter. 390 Mr. J. Bruton asked the Minister for the Environment and Local Government if he will grant a refund of half of the cost of a car test to a person (details supplied) in County Meath, whose test was delayed due to a strike in the test centre, and who therefore has only got a valid certificate for one year instead of two. [7947/02]

I propose to take Questions Nos. 373, 375 and 390 together.

I refer to the reply to Question No. 207 of 27 February 2002. All cars which are four years old and upwards must undergo roadworthiness testing at least once in every two year period from the date of the first due test date. This arrangement both complies with the relevant EU regime and ensures an even distribution of the test fee burden between all users of the NCT service.
