International Agreements: Motions.

I move:

That Dáil Éireann approves the terms of the United Nations Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context, done at Espoo, Finland, on 25 February 1991, copies of which were laid before the Dáil on 27 June 2001.

I move:

That Dáil Éireann approves the ratification of the European Charter of Local Self-Government, copies of which were laid before Dáil Éireann on 27 February 2002.

That Dáil Éireann approves the terms of the Kyoto Protocol to the United Nations Framework Convention on Climate Change, copies of which were laid before Dáil Éireann on 27 February 2002.

I move:

That the proposal that Dáil Éireann approve the following proposals:

That Dáil Éireann approves the exercise by the State of the option or discretion provided by Article 1.11 of the Treaty of Amsterdam to take part in the adoption of the following proposed measure:

a proposal for a Council Framework Decision on the strengthening of the penal framework to prevent the facilitation of unauthorised entry, transit and residence,

a copy of which proposed measure was laid before Dáil Éireann on 27 February 2002;

that Dáil Éireann approves the exercise by the State of the option provided by Article 4 of the Fourth Protocol to the Treaty of Amsterdam, to notify the President of the Council and the Commission that it wishes to accept the following measure after the adoption by the Council:

a proposal for a Council directive defining the facilitation of unauthorised entry, transit and residence,

a copy of which proposed measure was laid before Dáil Éireann on 27 February 2002;

be referred to the Joint Committee on Justice, Equality, Defence and Women's Rights, in accordance with paragraph (2)(a)(vi) of the Orders of Reference of that Committee, which shall, not later than 28 March 2002, send a message to the Dáil in the manner prescribed in Standing Order 79B, and Standing Order 79A(2) shall accordingly apply.

That the proposal that Dáil Éireann approve the following proposals:

That Dáil Éireann approves the terms of the convention drawn up on the basis of Article K.3 of the Treaty on European Union, on Simplified Extradition Procedure between the member states of the European Union, done at Brussels on 10 March 1995 and a copy of which was laid before Dáil Éireann on 12 March 2002;

that Dáil Éireann approves the terms of the convention drawn up on the basis of Article K.3 of the Treaty on European Union, relating to Extradition between the member states of the European Union, done at Brussels on 27 September 1996 and a copy of which was laid before Dáil Éireann on 12 March 2002;

be referred to the Select Committee on Justice, Equality, Defence and Women's Rights, in accordance with paragraph (1)(a)(iii) of the Orders of Reference of that Committee, which shall, not later than 28 March 2002, send a message to the Dáil in the manner prescribed in Standing Order 79B, and Standing Order 79A(2) shall accordingly apply.

I move:

That the proposal that Dáil Éireann approve the exercise by the State of the option, provided by Article 3 of the fourth protocol set out in the Treaty of Amsterdam, to notify the President of the Council that it wishes to take part in the adoption and application of the following proposed measure:

a proposal for a Council regulation extending the provisions of Regulation (EEC) 1408/71 to nationals of third countries who are not already covered by these provisions solely on the grounds of their nationality,

a copy of which proposed measure was laid before Dáil Éireann on 12 March 2002, be referred to the Joint Committee on European Affairs, in accordance with paragraph (2)(a)(iii) of the Orders of Reference of that Committee, which shall, not later than 28 March 2002, send a message to the Dáil in the manner prescribed in Standing Order 79B, and Standing Order 79A(2) shall accordingly apply.
