300 Mr. Noonan asked the Minister for Finance his views on documentation (details supplied) regarding damage caused to five homes in Limerick from flooding which occurred in 1999, which lists these houses on the original list of those which were flooded as certified by the flood committee; when the decision was taken to remove these houses from the list for consideration for compensation; and if he will make a statement on the matter. I am aware that the five homes were included on a list of properties flooded in Limerick over the Christmas and New Year in 1999-2000.

The list referred to was compiled by an ad hoc committee in the aftermath of the flooding and forwarded to the Department of Finance. This provisional list was not accepted as a certified or official list by the Department of Finance and it was not used as the basis for deciding which properties should qualify for financial assistance. Rather the scope of the scheme was determined solely on the basis of a report on the flooding from Limerick Corporation which indicated the area and the properties more severely affected as a direct result of the public works associated with the Limerick main drainage scheme. Due to the drainage works the receding of flood waters was delayed in that area and as a result residents there suffered additional hardship. It was the intention of the Minister for Finance to provide financial assistance only to those who had suffered additional hardship because of the public works. The area identified by Limerick Corporation was the immediate vicinity of Athlunkard Street adjacent to the River Abbey and a small number of other properties on the opposite bank. The five homes referred to on the Mill Road in the Corbally were not identified by Limerick Corporation as being affected by the drainage works and, therefore, they were not included in the scheme.
