83 Mr. Quinn asked the Taoiseach the amount paid since 26 June 1997 to date in fees, salary, allowances including delegates' allowances, expenses and other payments to any person in or under the aegis of his Department who is or was a special adviser within the meaning of the Ethics in Public Office Act, 1995; the name of the person in each case; the amount paid to each person; if he will provide a breakdown as between salary, allowances, expenses and other payments; the date on which each person was appointed; in the case of persons no longer holding such position, the date on which the appointment ceased; and if he will make a statement on the matter. Re Circular 4/2002, Standards in Public Office Act, 2001, the definition of special adviser under the Act is as follows: A Senior Special Adviser is a person who was appointed personally by an office holder and whose function or principal function, is to provide advice or other assistance to or for the office holder and whose remuneration is equal to or in excess of the maximum of the Higher Executive Officer "standard" payscale currently €38,441.32.
*Ms Evelyn Eager was initially appointed on 27 June 1997, but resigned from this post on 9 November 2000 and was then reinstated as listed.
**Mr. Bobby Holland remains on the Department of Education and Science payroll at his existing salary, and this Department recoups the cost of a replacement teacher up to the maximum of the current HEO standard scale.
***Payments not exceeding 11% of salary in respect of superannuation contributions are made on the individual's behalf to a recognised pension fund on foot of notification by them of their membership of that fund. These payments can, alternatively, be made to the individuals by way of reimbursement of their own contributions to the fund; reimbursement only takes place on foot of satisfactory documentary evidence which vouches for their contributions to the fund. Under this agreement they agree to waive all entitlements under any public service superannuation scheme in respect of the period of their appointment.
