Ceist:

177 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development when a 2001 ewe premium scheme payment will issue to a person (details supplied) in County Galway; and if he will make a statement on the matter. [9706/02]

Under the 2001 ewe premium scheme the person named applied on 160 ewes. To enable his application to be processed for payment a form EP250 was sent to him seeking details of any losses incurred during the retention period. The completed form was returned indicating that he had incurred no losses. However, following the additional checks and controls which were put in place during the foot and mouth alert, it emerged that the person named had disposed of ten sheep within the retention period. At a follow up inspection of his flock he presented 140 ewes. Following this inspection he was informed that, as he had not satisfactorily accounted for the shortfall of 20 sheep, he was deemed to have made a false declaration on the form EP250 and under the terms and conditions of the ewe premium scheme the penalty was the loss of ewe premium for 2001 and debarment from the 2002 scheme. The person named sought a review of this decision by the local inspectorate who upheld the original ruling. He subsequently took his case to the appeals unit which ruled that payment should be made on the 140 sheep found in his flock subject to a penalty in respect of the shortfall of 20 sheep. This payment was made on 13 March 2002.

178 Mr. Crawford asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Monaghan can expect payment for installation aid; and if he will make a statement on the matter. [9736/02]

An application from the person concerned for the national scheme of installation aid was lodged on 29 January 2001. On examination of the file it was found that outstanding documentation was needed to support the application, which was returned to the applicant on 17 of October 2001. When the application was resubmitted, it was still found to be missing some documents and so it was again returned to the applicant on 10 December 2001. To date there has been no further correspondence from the applicant.
